After damage caused to moving car by a falling piece of ice the injured person will receive insurance indemnity

2) Please note! MTPL insurance does not guarantee compensation for all losses after an accident
In cases where the vehicle having caused the accident has not been identified (for example, left the accident place), the driver may submit an insurance claim to his/her insurer or any other MTPL insurer, who forwards the particular claim to the Latvian Motor Insurers' Bureau (MIB) for further consideration. The MIB is the holder of the MTPL Guarantee Fund. But keep in mind that the MTPL Guarantee Fund pays compensation only for injuries or damages which have been caused by an unidentified vehicle to a person or which have occurred in carrying out the works necessary to rescue persons injured in the result of a traffic accident, for example, to take the injured person to a medical institution, or if the passenger compartment has been damaged or soiled. Any compensation for loss caused to the damaged vehicle is not paid by the MTPL Guarantee Fund in such cases.
