– The amendments to the Law on Compulsory Third Party Liability Insurance of Owners of Motor Vehicles accepted by the Government and stipulating that MTPL insurance policies should be taken out also by owners of mopeds, are reasonable and necessary, – says Mrs. Anita Veinberga, a member of the Board of Directors and Development Department Director of the JSIC “Seesam Latvia”, and adds that those amendments would not only contribute to harmonization of the insurance system but also be fair to all those traffic participants, who have entered into MTPL insurance contracts until now. – If a moped is participating in the traffic on public roads, the requirement to purchase a MTPL insurance policy is reasonable because a moped is exactly the same traffic participant as the others. Also a moped may be involved in a traffic accident causing damage not only to the moped itself but also to the others. If, for example, a moped owner causes a traffic accident resulting in any damage and if the moped owner has no third party liability insurance policy, the party, who has suffered the damage, enters into an unenviable situation if the moped owner refuses or is unable to cover losses. The Road Traffic Law defines that a moped is a two wheel, three wheel or four wheel vehicle, the engine’s cylinder capacity of which does not exceed 50 cubic centimetres (for engines of the spark ignition type) or the maximum net power of which does not exceed 4 kW (for electric motors or other type internal combustion engines) and the maximum designed speed of which is not more than 45 kilometres per hour.
